Russia plans totally ban LGBT propaganda

Moscow, July 13, 2022

The Russian citizens, regardless of age, are to be banned to propagate non-traditional relations, said Alexander Khinshtein, head of the State Duma Committee on Information Policy, Information Technologies and Communications.

“Today, such a ban (propaganda of non-traditional sexual relations) applies exclusively to children. Of course, this is clearly not enough. We propose to extend in general the ban on such propaganda regardless of the age of the audience (offline, media, Internet, social networks, as well as online cinemas),” Khinshtein wrote on his Telegram channel on Monday.

He also said that it is proposed to establish administrative liability for such propaganda by expanding Article 6.21 of the Code of Administrative Offenses (today it only applies to propaganda among minors and provides for a fine of up to 1 million rubles, arrest for 15 days, suspension of the legal entity).

According to Khinshtein, it is also envisaged to introduce a separate, even tougher, responsibility for promoting pedophilia.

In addition, it is proposed to “prohibit the dissemination of not only propaganda among children, but any other information demonstrating non-traditional sexual relations and perversions”, the parliamentarian added.

“These initiatives have already been worked out in advance with Roskomnadzor and the Ministry of Digital Development,” Khinshtein noted.

He said that the relevant initiatives had previously begun to be worked out by the State Duma Committee on Information Policy, and in the autumn session the deputies would be ready to hold their open discussion, Interfax reports.
